CHARLES A. LEONARD – Executive Director
Charles (Chuck) Leonard is the Executive Director for Pocono Mountains Economic Development Corporation which operates Pocono Mountains Industries, the Monroe County Industrial Development Authority and the Pocono Mountains Industrial Park Authority. He has over 30 years of experience in the field of economic development. Before coming to Monroe County in 1995, he served as the Vice President of Economic Development for the Williamsport-Lycoming Chamber of Commerce. He also spent four years at the Harrisburg Area Chamber of Commerce as the Manager of Economic Development.
Chuck has a BA in Liberal Arts/Political Science from Lock Haven University and a Master of Public Administration from The Pennsylvania State University. He is a Past President of the Pennsylvania Economic Development Association, past Board Chairman of Penn’s Northeast and past member of the Team PA Foundation Board . He currently serves as one of Monroe County’s representatives on the Pocono Counties Workforce Investment Board and is a Northeastern PA Alliance Board member. He holds individual certification by the Pennsylvania Economic Development Association (PEDA) and chairs the Permitting and Regulatory Reform Committee of PEDA.
MICHELLE BISBING, – Director of Marketing
Ms. Bisbing has been the Director of Marketing for the Pocono Mountains Economic Development Corporation since May 2001. Prior to that Ms. Bisbing spent 14 years in workforce development with Monroe County Job Training and Monroe County CareerLink. As Director of Marketing, she is responsible for new business attraction, business outreach and retention, local and regional marketing initiatives, data management and grants administration.
She has a BA in Political Science and Journalism from Indiana University of Pennsylvania and currently holds an individual certification from the Pennsylvania Economic Development Association, serves on the Board of Directors and is currently the Chair of the Conference Committee. She has served as Chair of the Marketing Committee for Penn’s Northeast and is currently Vice Chair of the Board. She is Immediate Past Chair of the Board of the United Way of Monroe County and Secretary of the Board for Pocono Services for Families and Children. She was appointed to the Tobyhanna Township Planning Commission in 2014 and currently serves as Vice Chair.
DENNIS NOONAN – Economic Development Specialist
Dennis M. Noonan joined the staff of Pocono Mountains Economic Development Corporation in May 2006 as an Economic Development Specialist. He has extensive experience in the real estate and finance industries and has provided private consulting services to companies for six years. Dennis also served as a Councilman for Mount Pocono Borough.
Dennis handles prospects seeking opportunities in Monroe County, business retention and expansion, business financing programs and construction/engineering management. He is also the designated Keystone Opportunity Zone Coordinator for Monroe County.
BONNIE SCHWARTZ – Bookkeeper
ANGELA MORRIS – Administrative Assistant
Angela came to PMEDC in June 2017 and prior to that worked at Columbia University for 27 years until retiring in 2015.
During her time a Columbia University, she had the chance to do a lot of traveling which is a favorite hobby. A few places she has visited include: Argentina, China, Grand Turks/Cacao, Mexico, Venezuela, Aruba, Dominica, Grenada, Puerto Rico, Bahamas, Dubai, Haiti, St. Marten, Brazil, Egypt, Jamaica and Turkey.
Born in Colon, Panama, she and her family moved to Brooklyn, New York where she attended P.S. 3, Nativity of Our Blessed Lord Middle School and Bay Ridge High School. After graduating from high school, she attended John Jay College of Criminal Justice for two (2) semesters and left to join the workforce.
Her other hobbies include painting, target practice and the guitar. She purchased a home moved to the Pocono Mountains in February of 2008.
