Monroe County makes up the East Stroudsburg PA Micropolitan Statistical Area, which is part of the Allentown-Bethlehem-East Stroudsburg PA-NJ Combined Statistical Area.

Zoning & Land Use

Land Use in Pennsylvania is governed by the municipality. Monroe County has 20 municipalities. Some have shared zoning codes. PMEDC works with the Monroe County Planning Commission and the local municipalities to assist businesses with the municipal permitting possibilities and process.

Today, a large part of our industry base remains recreation and tourism, but manufacturing, logistics, electronics, and pharmaceuticals also have a significant presence. The county’s largest public employer is Tobyhanna Army Depot with almost 4,000 employees and known for serving the military with their excellence in electronics. Sanofi, a worldwide leader in vaccine production, is the county’s largest private employer of 2,400. Healthcare is growing rapidly as well, with several recent expansions of Lehigh Valley Hospital – Pocono and St. Luke’s Hospital, Bartonsville Campus. Logistics and transportation are also large employers with a 1.25 million square foot Walmart Distribution Center, a 1.2 million square foot NFI Logistics center, a 1 million square foot American Tire Distibutors distribution center and several others currently under construction. Retail trade is also a strong economic driver in the area.
