Updated COVID-19 Restrictions Effective January 4, 2021

Governor Tom Wolf and Secretary of Health Dr. Rachel Levine announced that the COVID-19 limited-time mitigation orders will expire on Jan. 4, 2021 at 8:01 AM as planned. Mitigation efforts will revert to the earlier orders originally released on Nov. 23, 2020.

Please share this information with your colleagues, families, friends, and community networks. We must remain vigilant, but the limited-time orders have done their job of helping to flatten the curve following the post-Thanksgiving surge. We’re not out of the woods and we need to continue to take precautions and show that we are tougher than the virus. United, we can defeat COVID-19.

 

In-Person Dining and Alcohol Sales

 

  • In-person indoor dining is permitted at 25% or 50% for self-certified restaurants. This applies to businesses in the retail food services industry, including, but not limited to, bars, restaurants, breweries, wineries, distilleries, social clubs, and private catered events.
  • On-site alcohol sales are permitted through 11:00pm. No alcoholic beverages are allowed after midnight.

Restaurants that have not yet self-certified are encouraged to do so at PA.gov/COVID. Self-certifying your restaurant allows you to increase indoor dining capacity from 25% to 50% occupancy.

 

Gatherings, Events, and Travel

 

  • Avoid private gatherings with people outside of your household.
  • Indoor gatherings are permitted, with the following maximum occupancy rates:
    • 10% of max. occupancy for indoor facilities with a max. occupancy rating of 0-2,000 people.
    • 5% of max. occupancy for indoor facilities with a max. occupancy rating of 2,001-10,000 people.
    • 500 people max. for indoor facilities with a max. occupancy rating greater than 10,000 people.
  • Outdoor gatherings are permitted, with the following maximum occupancy rates:
    • 15% of max. occupancy for outdoor facilities with a max. occupancy rating of 0-2,000 people.
    • 10% of max. occupancy for outdoor facilities with a max. occupancy rating of 2,001-10,000 people.
    • 5% of max. occupancy (up to 2,500 people max.) for outdoor facilities with a max. occupancy rating greater than 10,000 people.
  • Churches, synagogues, temples, mosques, and other places of congregate worship are excluded from the limitations noted above during religious services.
  • Out-of-state visitors must still have a negative result from a COVID-19 test.

 

In-Person Businesses

 

  • Telework operations should continue where possible.
  • Masking enforcement liability protections remain in place.
  • Indoor capacity rates are updated for the following in-person facilities:
    • 50% capacity at gyms and fitness facilities.
    • 50% capacity (with appointments) at personal care services.
    • 50% capacity for entertainment facilities. This includes, but is not limited to, theaters, concert venues, museums, movie theaters, arcades, casinos, bowling alleys, private clubs, and all other similar entertainment, recreational or social facilities.
    • 75% capacity for retail.
