PMEDC Announces the retirement of Charles Leonard and appointment of Michelle Bisbing as President

The Board of Directors for the Pocono Mountains Economic Development Corporation (PMEDC) officially announced the retirement of Charles (Chuck) Leonard after 30 years of service on Wednesday, July 23, 2025.  The Board also announced the promotion of Michelle Bisbing, Vice President, to the position of President to replace Mr. Leonard.

Board Chair Gary Olson stated, “Chuck has served the Monroe County community over the past 30 years by playing an integral role in numerous company expansions, attracting new industries, supporting infrastructure improvements and providing financing for business growth.  His expertise and knowledge will certainly be missed but we expect a smooth transition under Michelle’s leadership.  We wish Chuck well in his future endeavors.”

Ms. Bisbing has been with the organization since 2001, starting as Director of Marketing and being named Vice President in 2024.  Her economic development experience, community involvement and program knowledge make her the ideal candidate to replace Mr. Leonard.  Most notably, Ms. Bisbing was awarded Developer of the Year by the PA Economic Development Association in October 2024, an award  Mr. Leonard received in 2014.

The Board also approved the promotion of Rachel Hendricks from Assistant Vice President to Vice President.

PMEDC is the economic development organization serving Monroe County, PA along with sister organizations Monroe County Industrial Development Authority and Pocono Mountains Industrial Park Authority.  These organizations are responsible for business retention and expansion, attraction of new investment to the community, expanding the county’s tax base and supporting the creation of new job opportunities.
